Nevada’s ACA Market at a Crossroads: What Happened, What We Learned and What’s Coming? (An IFP Broker Panel Discussion)

This 1-hour continuing education panel will provide Nevada health insurance brokers with a practical look-back at Plan Year 2026 and a forward-looking discussion of the issues expected to shape Plan Year 2027. Panelists will examine how affordability pressures, premium changes, the expiration of enhanced premium tax credits, enrollment trends, income and eligibility verification requirements and compliance considerations may affect Nevada Health Link consumers and brokers alike. Participants will gain insight into real-world consumer decision-making, program integrity expectations, plan design considerations, and strategies brokers can use to help clients make informed coverage decisions while preparing their businesses for the 2027 enrollment season.
Walk-ins welcome with $5 upcharge. Registration closes at 5pm the Sunday prior to the meeting.
About Our Speakers:

Gina Espinal Aguerre, Partner - Nevada Silver Life & Health Agency
Gina Espinal Aguerre, a partner at Nevada Silver Life & Health Agency, has been an insurance broker since 2014. Nevada Silver has earned the Preferred Broker status with Nevada Health Link for over 5 years and has written over 2,250 applications. She is also a proud member of the National Association of Benefits and Insurance Professionals (NABIP) since 2018.
With a deep understanding of the ever-changing healthcare landscape, she specializes in individual health coverage under the Affordable Care Act. She has worked with both HealthCare.gov and Nevada Health Link, the state’s health insurance exchange. Her dedicated commitment to education, transparency, and client advocacy has earned her a trusted reputation for simplifying complex insurance decisions.
Beyond her profession, Gina treasures her roles as a grandmother and wife. She takes pride in celebrating her rich Basque heritage - values that inspire her strong commitment to community, family, and service.

Mitchell Brown
Born and raised in New York City, he has lived a life and career defined by unexpected turns and memorable chapters. He attended Colorado State University and Brooklyn College, part of the City University of New York, before beginning a 15‑year career in the recording industry. During that time, he was a member of The Tokens, best known for their international hit The Lion Sleeps Tonight. He also worked with Brite Tunes Music, a production company behind hits for artists including The Chiffons, The Happenings, Tony Orlando and others.
From music, he made a dramatic shift into the restaurant industry and eventually owned and operated Cantina Los Tres Hombres, with locations in Lake Tahoe, Reno and Sparks. That chapter lasted an impressive 33 years.
At age 62, he attempted retirement and quickly discovered it wasn’t for him. His insurance agent encouraged him to get licensed and join the agency, where he began as a Customer Service Representative. He soon became deeply interested in helping individuals, families and seniors navigate the often‑confusing world of health insurance.
He later launched his own practice as an independent insurance broker and built a substantial book of business serving those markets.
Now, at 81, he still isn’t particularly good at sitting still. Most mornings begin with a long walk with his dogs, and he makes it to the gym four or five days a week. For many years, he was also an avid skier and windsurfer, though he has reluctantly accepted that those pursuits have reached their natural finish line.
Looking back, his path has taken him from New York to Colorado, from recording studios to restaurants, and from the entertainment business to health insurance. He has never followed a straight line, but he has always embraced the next adventure — and he still isn’t ready to retire.

Se’Leah Schultz, Senior Insurance Agency
Se’Leah is a health insurance broker with Senior Insurance Agency, specializing in individual health insurance, Affordable Care Act Marketplace coverage, and Medicare. She holds a bachelor’s degree in mathematics and a Master of Business Administration and has several years of experience helping clients navigate enrollment, eligibility, plan selection, and the ever-changing rules surrounding health insurance.
Se’Leah believes that choosing health coverage should be more than simply picking a plan. Her goal is to give her clients the information and guidance they need to make educated, confident decisions about their coverage and understand why the option they choose is right for them. Through her work with both ACA and Medicare clients, she has developed a firsthand understanding of how changes in premiums, subsidies, regulations, carrier offerings, and government policy affect consumers and the brokers who serve them. She is passionate about making a complicated insurance system feel more approachable and understandable.
Outside of insurance, Se’Leah is a wife and mom of three young kids who loves Jesus and spending time with her family. In her free time, she can usually be found trying a new sourdough recipe, adding another houseplant to her collection, or enjoying a little quiet time doing her nails

He is licensed in Nevada in Health & Life Insurance, is AHIP Certified (America's Life Insurance Plans) for Medicare Advantage and Prescription Drug Plans, and has completed extensive training in Group Benefits Analysis.
